Lowered the general price of Scraps

This update is available on the version 1.1.5. And it was made so that more scraps can be bought if the pilots do not provide enought scraps.
Other fixes:
-The "Turn off sound" Button now turn off all the SFX's on the game, not just the menu SFX's.
